Joseph Hambley Rowe was born in Hayle, Cornwall, in July 1870. When only a few weeks old he moved to Russia for 9 years. After education at Hayle School and Aberdeen University his adult life was spent as a doctor in Yorkshire. His collection of books was purchased for Redruth Library and will be part of a future National Library of Cornwall.
